Floripa Village is the first one-month pop-up city created by Ipê City, taking place from April 22 to May 22, 2025, in Jurerê Internacional, Florianópolis. It serves as a real-world testbed for governance innovation, bringing together over 300 participants to co-live and prototype systems in governance, health, education, and finance using AI and blockchain.
Prototype the Future of Governance
This year’s theme is “Prototype the Future of Governance.” The program kicks off with a three-day conference (April 25–27), followed by buildathons, workshops, demo days, and curated events like DeSci Day and DeFi Day, all centered on how decentralized tools can improve decision-making, coordination, and public resource allocation.
The project sees existing political systems as structurally outdated and aims to build institutions adapted to the digital era: treating governance like software: something that can be rebuilt, forked, and improved through competition. Legal pluralism, smart contracts, and special zones are opening space for entirely new civic architectures.
Why Brazil?
Brazil combines bureaucratic dysfunction with one of the world’s most active tech cultures.
Challenges:
1,500 hours/year spent on tax compliance
41% tax burden (150+ workdays/year to pay taxes)
Public education ranks globally 64th in math, 53rd in reading, 61st in science
Opportunities:
40M+ crypto holders (9th globally)
PIX (real-time payment system) serves 151M users (95% of the population)
Nubank, the world’s largest digital bank with 92M users
WhatsApp is used by 95% of the population
Ipê aims to expose the extreme difference between the digital-native and the bureaucratic dysfunction and make Brazilians more aware of solutions like regulatory sandboxes and special zones where new systems can thrive.
A Connected Mission with Infinita City
Ipê City founder Jean Hansen visited the Vitalia pop-up city (a predecessor to Infinita City) and took some of his learnings to Brazil.
“Infinita is a node focused on longevity biotech acceleration, Ipe is a node building the social and crypto layer in Brazil, Balaji’s Network School focuses on education – eventually, these will connect and become a kind of interconnected network state.” – Jean Hansen
